Requires non-physician laser practitioners to complete a 40-hour training and education program that includes didactic training, hands-on training, and performance of procedures.

Mandates that all laser hair removal facilities be overseen by a physician who establishes written protocols including complication management procedures.

Permits physicians to be available for communication during procedures via two-way real-time interactive communication but does not require physical presence or direct supervision.

Allows laser practitioners to perform procedures without prior physician evaluation or referral, and takes effect July 1, 2024.
