Authorizes the Chief Justice of the Mississippi Supreme Court to appoint up to two judges for the Capitol Complex Improvement District (CCID) inferior court, with judges required to meet qualifications for municipal court judges.

Establishes that CCID inferior court judges shall receive compensation not to exceed $10,000 less than county judge salaries, with judges earning $36,000 or more annually required to serve full-time and prohibited from practicing law.

Specifies that appeals from the CCID inferior court shall follow the same procedures as appeals from municipal courts under Section 11-51-81 and certiorari review under Section 11-51-95.

Directs the Administrative Office of Courts to provide compensation for CCID judges and their support staff.

Requires all fines, penalties, fees and costs collected by the CCID inferior court to be deposited with the City of Jackson municipal treasurer.
