Requires parents or guardians to certify that eligible students have been accepted into a qualified eligible school capable of providing services for the student's disability, special education needs, or IEP services before participating in the ESA program.

Mandates eligible schools report participating students' graduation rates, Advanced Placement examination performance, and assessment results using either a nationally standardized norm-referenced achievement test or current state board-approved screener.

Establishes that eligible schools failing to comply with ESA program requirements become ineligible to participate in the program the following year.

Extends the repeal date of the Equal Opportunity for Students with Special Needs Act from July 1, 2024 to July 1, 2028.

Makes technical revisions to ESA program provisions regarding funding, application procedures, eligible school requirements, and reporting obligations to the State Department of Education.
