Authorizes the issuance of state general obligation bonds not to exceed $230,000 to assist Claiborne County, Mississippi with security upgrades and improvements to county law enforcement and detention buildings and facilities.

Bonds may mature up to 25 years from date of issue and shall bear interest at rates not exceeding limits set in Mississippi Code Section 75-17-101.

Creates a special fund designated "2024 Claiborne County Law Enforcement Facilities Security Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for the authorized projects.

Bonds are general obligations of the State of Mississippi backed by the full faith and credit of the state, with the State Treasurer authorized to issue warrants for principal and interest payments from any unappropriated state funds if needed.

No bonds shall be issued under this act after July 1, 2028, and the act takes effect July 1, 2024.
