Requires each public and private four-year postsecondary institution to establish a voting precinct on its main campus by September 15, 2024, with county boards of supervisors and municipal authorities responsible for coordination.

Makes eligible students who are enrolled, at least 18 years old, properly registered, and meet residency requirements able to vote at on-campus precincts if using their campus or off-campus institutional housing address as their sole voting address.

Mandates county registrars provide mail-in voter registration applications to all four-year postsecondary institutions in fall and spring, and requires institutions to permit registrar access for voter registration and education.

Requires on-campus voting precinct locations be publicized through the institution's website, student email list serve, and local newspapers to provide reasonable notice to students.

Brings forward various existing election code sections for potential amendment regarding voter registration, precinct boundaries, and voting qualifications.
