Reenacts sections 47-5-901 through 47-5-909 allowing state offenders to serve sentences in county jails when state correctional institutions lack capacity or upon sheriff request.

Sets reimbursement rates for county jails at $25.00 per day per offender for days 1-30, and $32.71 per day for days 31 and beyond when offenders remain in county custody.

Requires offenders to be classified according to Section 47-5-905 and prohibits those needing close supervision from serving sentences in county jails under certain conditions.

Makes Department of Corrections responsible for all medical costs for offenders housed in county jails and limits county liability for medical expenses to Mississippi Medicaid reimbursement rates.

Repeals Section 47-5-911 (automatic repealer) to make county jail provisions permanent rather than temporary, effective July 1, 2024.
