Brings forward Section 9-4-5, Mississippi Code of 1972, which establishes the boundaries and governance structure of the Court of Appeals Districts for purposes of amendment.

Establishes five Court of Appeals Districts with two judges per district, each serving eight-year terms and designated as Position Number 1 and Position Number 2.

Specifies the counties and precincts comprising each of the five districts, with district boundaries based on county and precinct lines as they existed on October 1, 1990.

Requires Court of Appeals judges to be at least 30 years old and have been a practicing attorney and Mississippi citizen for at least five years prior to election.

Takes effect on July 1, 2024.
