Creates the Mississippi Nonprofit Partnership Study Committee to study the Mississippi Alliance of Nonprofits and Philanthropy's prototype system for workforce development and employment services.

Committee membership includes the Secretary of State, one member each appointed by the Governor, Lieutenant Governor, and Speaker of the House, and the Executive Director of the Mississippi Alliance of Nonprofits and Philanthropy.

Committee must study the prototype system's ability to identify, document, network, and assess nonprofit accountability, transparency, occupational capacity, and information sharing for organizations receiving federal or state workforce development grants and contracts.

Committee must also review the necessity for any prototype system and identify all federal and state grants awarded to Mississippi nonprofits for workforce development and employment services.

Committee must submit its report to the Governor, Lieutenant Governor, Speaker of the House, and relevant committee chairs by December 1, 2024, after which the committee dissolves.
