Creates a nine-member study committee to examine funding and full payment of health insurance for retired law enforcement officers, firefighters, and other first responders eligible under the Public Employees' Retirement System

Committee membership includes presidents of five first responder associations (Law Enforcement Officers, Sheriffs, Chiefs of Police, Fire Chiefs, and Firefighters), one state senator, one state representative, one Department of Finance and Administration member, and one Public Employees' Retirement System Board of Trustees member

Requires appointments within 30 days of enactment; committee shall elect chair, vice chair, and adopt rules for conducting business at first meeting

Designates the Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) to provide staff and support; authorizes state agencies and political subdivisions to provide requested information and assistance

Committee dissolves on or before January 1, 2025
