Creates the "Charity Protection Act" effective July 1, 2024, with purpose to minimize burdens on the charitable sector and create a grantmaking environment centered on effectiveness and impact.

Prohibits state agencies from imposing annual filing or reporting requirements on charitable organizations that are more burdensome than those specified in existing Mississippi charitable solicitation statutes (Sections 79-11-501 through 79-11-529).

Adds clarifying language throughout charitable solicitation statutes stating that requirements are "except as otherwise provided in Section 3 of this act" to implement the burden-reduction provisions.

Exempts state grants, contracts, and fraud investigations from the prohibition on additional reporting requirements and preserves enforcement actions against specific nonprofit organizations.

Automatically repeals July 1, 2027, making this a sunset provision that allows the legislature to evaluate the Act's effectiveness before permanent enactment.
