Administrative Director of Courts must conduct an audit of the Mississippi Youth Court Information Delivery System (MYCIDS) by August 1, 2024, and report findings to the Judiciary A Committees by September 1, 2024, including recommendations for system improvements or creation of a new system by July 1, 2026.

Revises court administrator establishment procedures to allow individual judges or chancellors in multi-judge districts to independently establish court administrator positions, with the Administrative Office of Courts required to evaluate candidates' qualifications before hiring.

Requires circuit judges and chancellors seeking to employ support staff to have all candidates approved by the Administrative Office of Courts before filling positions, and increases the annual support staff allocation from $100,000 to $130,000 per judge.

Schedules automatic repeal of multiple sections related to youth court record confidentiality, intake officer requirements, youth court support programs, sex offender MYCIDS restrictions, and parental power of attorney provisions on July 1, 2026.

Increases circuit judges' and chancellors' annual office operating allowance to $15,000 and permits out-of-state travel expenses for continuing legal education with Chief Justice approval.
