Requires all agency rules affecting the general public to be approved by the State Auditor or designee before becoming effective, except for rules already covered under expedited procedures.

Establishes seven minimum criteria for the State Auditor to consider when reviewing proposed rules, including public health and safety impact, cost effects, availability of less restrictive alternatives, and whether the rule's primary purpose is public protection.

Directs the Secretary of State to file copies of all adopted rules with the Office of the State Auditor for review and approval.

Allows emergency rules to proceed without State Auditor approval when imminent peril to public health, safety, or welfare requires immediate adoption, with a maximum duration of 120 days renewable once for up to 90 days.

Takes effect July 1, 2024, and requires agencies to include State Auditor approval documentation in their official rulemaking records.
