Revives the Home Inspector Regulatory Board, which was repealed in 2013, as an adjunct board to the Mississippi Real Estate Appraisal Board consisting of five licensed home inspectors appointed by the Governor.

Transfers regulatory powers and duties over home inspectors from the Mississippi Real Estate Commission to the Mississippi Real Estate Appraisal Board, including licensing, examination, discipline, and fee collection.

Requires home inspector applicants to complete 60 hours of approved coursework, pass an examination, carry liability and errors/omissions insurance ($250,000 minimum per occurrence), and undergo fingerprint-based criminal background checks.

Establishes licensing fees including $175 for application/examination and $325 for initial and renewal licenses, with all revenue deposited into a Home Inspector License Fund for board operations and expenses.

Maintains the Home Inspector Regulatory Board as an advisory body to make recommendations to the Appraisal Board on ethics standards, qualifications, and disciplinary matters, with final authority remaining with the Appraisal Board.
