Adds definitions for "foreign adversary" (a foreign government or foreign nongovernmental persons designated by the U.S. Secretary of Commerce) and "foreign principal" (includes foreign governments, political parties, organizations based in foreign adversaries, and certain individuals domiciled in foreign adversaries).

Requires lobbyists' registration statements to include whether the lobbyist's client is a foreign principal of a foreign adversary, and if so, the name of that foreign adversary.

Registration statements must be filed with the Secretary of State within five calendar days of becoming a lobbyist or beginning to lobby for a new client, accompanied by a $25.00 registration fee.

Effective date is July 1, 2024.
