Amends the Mississippi Accountability and Transparency Act of 2008 to expand the definition of "agency" to include counties and municipalities in accountability and transparency requirements.

Requires each county with a population of 80,000 or more and each municipality with a population of 10,000 or more to create and maintain an accountability and transparency website or establish a separate section on their existing website by July 1, 2025.

County and municipal websites must provide access to financial reports, audits, budgets, and other financial documents used to allocate and account for public funds, with links and features to assist public review of financial information.

Modifies the definition of "state agency" in the transparency act to exclude counties and municipalities from certain state-level reporting requirements while establishing parallel local-level transparency standards.

Takes effect July 1, 2024.
