Allows children of active members of the United States Armed Forces to enroll in any school district and school campus of their parent's choice, regardless of where the child resides, without residency restrictions.

Allows children of civilian military personnel residing on a military base to enroll in any school district and school campus of their parent's or guardian's choice, regardless of where the child resides.

School districts are not required to provide transportation to students who transfer under these provisions.

Limits eligible students to one school transfer per academic year and eliminates the requirement for parents to reapply for continued enrollment in the same school district or campus in subsequent years.

School districts may deny transfer requests if they lack capacity to accommodate the student, which must be documented in the school board's minutes.
