Prohibits issuers of Medicare supplement insurance from making telephone solicitations to advertise or solicit the purchase of Medicare supplement policies or certificates.

Authorizes the Attorney General to establish a process allowing consumers registered with the Do Not Call Registry to opt out of all telephone solicitations, including those otherwise exempt under state law.

Excludes Medicare supplement issuers from the insurance agent exemption to the Telephone Solicitation Act, making them subject to all requirements.

Exempts consumers who have opted out of all telephone solicitations from exemptions that would normally allow certain calls, such as those from charitable organizations or financial institutions.

Effective date: July 1, 2024.
