Increases the maximum amount of state revenue bonds for the ABC Warehouse Construction Fund from $55,000,000 to $95,000,000 for land acquisition, design, construction, furnishing, and equipping of a new warehouse for the Department of Revenue's Alcoholic Beverage Control Division.

Increases the bailment fee charged by the Department of Revenue on cases of stored alcoholic beverages from $1.00 to $1.50 per case, with revenue deposited to the bond sinking fund to pay debt service on the authorized bonds.

Requires the Department of Finance and Administration to select a warehouse site within 50 miles of the new state capitol building and to enter into a warehouse construction contract no later than October 1, 2024.

Modifies the ABC Warehouse Construction Fund to allow use of proceeds for purchase, design, construction, furnishing, and/or equipping of the warehouse facility.

Takes effect July 1, 2024.
