Legislature, in consultation with the State Personnel Board, shall develop salary funding levels for each state agency under the State Personnel Board's purview for each fiscal year.

Legislative Budget Office must provide detailed salary funding level listings to the State Personnel Board within 30 days after sine die adjournment of the regular legislative session.

State agencies must ensure all personal services actions and payroll do not exceed the salary funding levels set by the State Personnel Board, which shall monitor these actions.

Agencies may request revised salary funding levels from the State Personnel Board, Legislative Budget Office, and State Fiscal Officer if the current level is insufficient; the State Personnel Board has authority to approve or deny such requests.

State Personnel Board must notify the House and Senate Appropriations Committees Chairmen and the Legislative Budget Office when approving or denying requests to revise salary funding levels, with justification provided.
