Amends Section 69-1-48 to restrict the Department of Agriculture's authority to budget and expend funds for improvements to the Mississippi Agriculture and Forestry Museum in Jackson to only those funds appropriated by the Legislature.

Requires the Department of Agriculture to obtain approval from the Department of Finance and Administration before leasing naming rights to museum buildings or property for terms not exceeding 20 years.

Amends Section 69-5-3 to establish a special fund for donations received by the department, with expenditures requiring Legislative appropriation, and mandates that the Mississippi State Fair be held on the State Fairgrounds in Jackson.

Removes the department's authority to escalate certain funds and requires all revenues from naming rights leases and fairgrounds operations to be deposited in special funds subject to Legislative appropriation for capital improvements and operating costs.

Effective July 1, 2024.
