Requires all state agencies, departments, institutions, and political subdivisions providing programs or services to children to create an annual itemized list by September 1 each year.

Each list must include program descriptions categorized by type, target population and region; federal and state funding sources; operating costs; number of children served; and performance measures with intended and actual outcomes.

Mandates submission of all itemized lists to the John C. Stennis Institute of Government at Mississippi State University by September 1 annually.

Requires the Stennis Institute to compile all submitted information into one consolidated document organized by both program type and providing agency, making it available to specified House and Senate committee chairs and vice-chairs by December 1 each year.

Effective date: July 1, 2024.
