Establishes the Downtown Jackson Revitalization Coalition composed of 21 members including federal representatives, state officials, city leaders, and local economic development organizations to develop a comprehensive downtown revitalization plan.

Designates specific coalition members including U.S. Senators Wicker and Hyde-Smith, Congressman Bennie Thompson, the Governor, Lieutenant Governor, Speaker of the House, Mayor of Jackson, and heads of various state and local development authorities.

Requires the Lieutenant Governor to schedule an organizational meeting before September 1, 2024, with monthly meetings thereafter to establish goals, hear from stakeholders, and conduct site tours within Jackson.

Coalition members serve without compensation but state and local government employees may receive mileage reimbursement and necessary expenses under existing state law; coalition may accept public and private donations to cover expenses.

Requires the coalition to submit a report to the Governor and Legislature by January 10, 2025, including an inventory of existing resources, description of activities, and recommendations for revitalizing downtown Jackson, reducing crime, and improving infrastructure.
