HB 1406 Summary

• Requires absentee ballot applications and elector certificates to be printed on the same envelope for in-person absentee voting at registrar's office, with application on front and certificates on back (minimum 8.5" x 11").

• Prohibits signature mismatches as grounds for rejecting in-person absentee ballots cast at registrar's office, and allows signatures extending outside boxes without rejection.

• Expands absentee voting eligibility to include persons incarcerated in county jail/prison who have not been convicted of disenfranchising crimes and persons required to work on-call on election day.

• Prohibits hand-delivery and drop boxes for absentee ballots; requires all mail-in ballots be returned by U.S. Postal Service or common carriers (UPS, FedEx).

• Requires absentee ballot applications to include notification methods (phone, email, mailing address) for voters to be informed of ballot acceptance or rejection.
