Authorizes tax assessors to access the electronic motor vehicle insurance verification system established by the Department of Public Safety.

Requires motor vehicle owners to maintain liability insurance coverage at minimum amounts required by law before renewing vehicle registration, with rules to be promulgated by the Department of Revenue.

Prohibits counties and municipalities from using automated recording equipment or systems to enforce automobile insurance requirements, with a deadline of October 1, 2024 for removal of any existing equipment used for this purpose.

Establishes an accessible motor vehicle insurance verification system operated by the Department of Public Safety in cooperation with the Commissioner of Insurance and Department of Revenue to verify compliance with liability insurance requirements.

Takes effect July 1, 2024.
