Requires insurers, subcontractors, third-party administrators, or other payors administering health benefit policies issued in another state to reimburse Mississippi providers at the higher reimbursement rate if the issuing state's rate exceeds Mississippi's rate and the premium was based on the issuing state's benefits and provider network reimbursements.

Mandates that any benefit provided in the issuing state must also be provided to covered persons in Mississippi.

Exempts ERISA and self-funded plans from these reimbursement and benefit requirements.

Authorizes the Commissioner of Insurance to adopt rules and regulations to ensure policyholder protection and compliance.

Takes effect July 1, 2024.
