Requires insurers to exchange information with the Mississippi Department of Human Services (MDHS) within 5 days of opening a claim worth $500 or more to verify if the claimant owes delinquent child support.

Authorizes MDHS to encumber and seize insurance claim payments from noncustodial parents owing past-due child support, with withholding priority given to attorney fees and medical liens before child support debt.

Requires insurers to withhold and remit the specified debt amount to the enforcing authority within 30 days of receiving notice, but exempts claims filed before the effective date if notice is received after payment disbursement.

Allows insurers to comply by reporting directly to MDHS or by authorizing insurance claim data collection organizations to provide information to the federal Office of Child Support Enforcement.

Imposes a minimum fine of $1,000 on insurers that fail to comply or willfully provide false information, and provides liability protection for insurers acting in good faith.
