Establishes the "Securing Areas for Females Effectively and Responsibly Act" (SAFER Act) to regulate restrooms, changing facilities, and student housing in public buildings based on biological sex.

Requires public buildings to maintain restrooms and changing facilities designated exclusively for males and females, or alternatively provide unisex single-occupant facilities with secure locks.

Mandates educational institutions provide students the option of single-sex housing and requires fraternities and sororities operating housing on public land to comply with single-sex designations.

Permits entry to opposite-sex facilities only for specific purposes including assisting children under 12, law enforcement, emergency medical aid, maintenance when unoccupied, or when designated facilities are out of order.

Establishes trespass offense for willfully entering opposite-sex facilities without permitted purpose and refusing to leave; allows private civil enforcement with compensatory and punitive damages plus attorney's fees; requires annual compliance reporting to legislative leadership.

Defines "female" and "male" based on reproductive biology at birth, excludes gender identity from sex classification, and applies sex-based data disaggregation requirements to state and local government agencies.
