Creates the Kratom Consumer Protection Act establishing a licensing and regulatory system for kratom products through the Department of Revenue and Department of Health

Requires retailers to store kratom products in non-public areas, verify age (21+) before sales using government ID, and prohibits sales to persons under 21 years old

Mandates finished kratom products have certificates of analysis from accredited labs testing for mitragynine, heavy metals, pathogens, pesticides, and other contaminants

Requires all kratom labels to include anti-counterfeit codes, QR codes linking to certificates of analysis, tamper-evident packaging, net weight, ingredients, FDA disclaimer, and warning that product is not for sale to anyone under 21

Imposes a 3% excise tax on retail sales of kratom products and establishes quarterly reporting requirements for processors, retailers, wholesalers, and distributors; takes effect July 1, 2024
