Creates the Strengthening Academic Victories through Educational Development (SAVED) Study Committee to determine feasibility of establishing model rural education school programs at Delta State University and Mississippi Valley State University serving K-12 students in "D" and "F" rated schools in the 18 Mississippi Delta counties.

Committee shall study and report to the 2025 Legislature on: suitable campus facilities, start-up costs and capital improvements, long-term goals, student recruitment approaches, and curriculum development for all grade levels.

Committee composed of 9 members including two House appointees, two Senate appointees, three gubernatorial appointees at-large, and the presidents of Delta State University and Mississippi Valley State University serving as co-chairs.

Reconstitutes the Early Intervention Task Force (originally created in 2023) to collaborate with the state agency coordinating Part C of IDEA on designing a new service delivery model and program changes, with findings due to the Legislature by December 1, 2024.

Task force shall review billing and reimbursement processes for early intervention services, evaluate service delivery models including hub or hybrid models with university participation, and make recommendations for proposed legislation before dissolving upon presentation of its report.
