Removes the "pilot" designation from the Work Initiative Program and eliminates the 25-inmate cap, allowing the program to expand across any Department of Corrections facility.

Increases the percentage of inmate wages paid to the corporation for administrative expenses from 10% to 20%, and decreases the percentage inmates save from 50% to 40%.

Revises reporting requirements to PEER and the Corrections and Criminal Justice Oversight Task Force, removing some data points and adding new tracking for participants arrested or convicted of new crimes and post-release recidivism within three years.

Requires PEER to produce annual effectiveness reports by January 1 each year (changed from one-time report by January 1, 2024).

Extends the repeal date of this section from July 1, 2024 to July 1, 2027.
