Amends Section 51-11-105 of Mississippi Code to authorize the Lower Pearl River Restoration Trust Fund to use monies for hiring an administrator or appointing a county administrator for the fund.

Allows the fund to be used for operation and maintenance activities of the Lower Pearl River Restoration Project as well as administrator compensation, with no funds lapsing into the State General Fund.

Specifies that fund monies are limited solely to purposes outlined in agreements between the United States Army Corps of Engineers, Mississippi Department of Environmental Quality, Department of Wildlife, Fisheries and Parks, and relevant cooperating partners.

Maintains existing agreements for project management while permitting amendments to reflect changes in participating entities and the potential dissolution of the Pearl River Basin Development District.
