Brings forward Section 49-2-131 of Mississippi Code establishing the Mississippi Municipality and County Water Infrastructure (MCWI) Grant Program for possible amendment.

Authorizes municipalities, counties, and certain public utilities to apply for reimbursable grants for water, wastewater, and stormwater infrastructure projects funded by Coronavirus State Fiscal Recovery Funds under the American Rescue Plan Act of 2021.

Requires one-to-one matching of federal Coronavirus Local Fiscal Recovery Funds, with two-to-one matching available for municipalities receiving less than $1,000,000 in total allocation.

Establishes eligibility criteria including projects for drinking water quality improvement, lead service line replacement, wastewater treatment, stormwater management, water conservation, and related infrastructure improvements certified by the Department of Environmental Quality.

Mandates at least 20 percent of awarded funds be allocated to each of three project categories (drinking water, wastewater, and stormwater) and grants availability through December 31, 2026, with the entire program repealing January 1, 2027.
