Requires all employers, including public employers, to use E-Verify system to verify employment authorization of newly hired employees.

Prohibits unauthorized aliens from serving as labor representatives, receiving state public benefits, obtaining driver's licenses, or obtaining occupational licenses; requires hospitals to maintain public records of unauthorized aliens served.

Increases penalties for E-Verify violations, denies state loans and contracts to businesses convicted of intentionally hiring illegal immigrants, and creates felony for unauthorized aliens working in the state with imprisonment of 1-5 years and $1,000-$10,000 fine.
