Prohibits officers and employees of the Office of Broadband Expansion and Accessibility of Mississippi (BEAM) from accepting gratuities, gifts, money, or other pecuniary benefits from broadband service providers, vendors, contractors, or subcontractors that do business with BEAM.

Defines "emolument" to include salary, donations, contributions, loans, stock tips, vacations, and trips for purposes of the gift prohibition.

Requires BEAM to grant final determinations of awards for broadband access projects no later than 60 days after publishing a preliminary determination on BEAM's website, or 30 days after the law takes effect, whichever is later.

Allows BEAM to extend the award determination timeline if a proposed project includes areas where broadband services are already deployed, construction is underway by another provider, or construction is scheduled for completion within one year of application.

Takes effect upon passage.
