Prohibits relocation, removal, disturbance, alteration, renaming, or rededication of historical monuments, statues, memorials, and nameplates on public property honoring military conflicts, military figures, Native American history, Civil Rights Movement, firefighters, first responders, law enforcement, and other historical figures or events.

Authorizes the Mississippi Transportation Commission to relocate affected monuments if necessary for construction, maintenance, or operation of public transportation facilities, with the State of Mississippi responsible for all relocation costs and liability.

Imposes $10,000 per month fines on any county or municipality that violates this section until the violation is fully corrected, with collected fines distributed to the Mississippi Department of Archives and History.

Establishes that individuals or groups who disturb, alter, or damage any protected statue, monument, memorial, or nameplate are guilty of malicious mischief and responsible for all costs to repair and restore the damaged property.

Effective date: July 1, 2024.
