Creates the Mississippi Airport Critical Needs Grant Program as a one-time grant program administered by the Mississippi Department of Transportation, funded through legislative appropriations.

Establishes eligibility for all public-use airports within Mississippi that are listed on the Federal Aviation Administration's National Plan of Integrated Airport Systems.

Allows eligible projects to include development, construction, improvement, maintenance, equipment, and operation of airports and air navigation facilities necessary for safe aircraft operations.

Limits program funds to no more than 10% of an eligible project's total cost, with no cap on funds per airport and no limit on the number of projects that can be requested.

Takes effect July 1, 2024, and operates separately from existing Multi-Modal Transportation Improvement Fund and Strategic Multi-Modal Investments Fund requirements and allocations.
