Establishes a grant program administered by the Department of Finance and Administration to provide grants to municipalities and counties for repair, renovation, upgrades, and improvements to veterans parks they operate and/or maintain.

Requires applicants to submit an application describing the project purposes, amount of assistance requested, and any other information required by the department.

Requires municipalities and counties to prove they have irrevocably dedicated matching funds from local sources, private sources, and/or other sources in an amount equal to or greater than the grant amount requested.

Creates the "Municipalities and Counties Veterans Parks Fund" as a special fund in the State Treasury that does not lapse into the General Fund at year-end and retains all interest and investment earnings.

Takes effect July 1, 2024.
