Amends Mississippi election law to suspend voting rights upon conviction of voter fraud, bribery, theft, arson, obtaining money or goods under false pretense, perjury, forgery, embezzlement, bigamy, or crimes deemed disenfranchising by Attorney General opinions (excluding murder and rape).

Restores voting rights automatically once a person completes all sentencing requirements including parole, but not probation, creating a mechanism for reinstatement rather than permanent disenfranchisement.

Modifies the Statewide Elections Management System to track convicted individuals with suspended voting rights and automatically restore voter names upon completion of sentencing requirements including parole.

Updates multiple election code sections (23-15-19, 23-15-125, 23-15-151, 23-15-153, 23-15-165) to conform voting registration procedures and county clerk duties to the new suspension and restoration framework.

Takes effect July 1 following certification by the Secretary of State that a companion constitutional amendment (House Concurrent Resolution, 2024) has passed.
