Public Service Commission gains authority to investigate whether municipalities providing service greater than one mile outside municipal boundaries are delivering reasonably adequate service, notwithstanding prior exemptions.

Commission may cancel a municipality's certificate for service areas extending beyond municipal boundaries if it finds the municipality is not providing reasonably adequate service.

Municipalities with electric utilities serving more than one mile outside municipal boundaries can be subject to receivership if the Commission finds them unable to adequately serve customers, abandoned, or grossly inefficient.

Receivers appointed for municipally owned or operated electric utilities extending beyond one mile outside municipal boundaries must assume the municipality's responsibilities and obligations under existing wholesale power contracts.
