Reconstitutes the Department of Archives and History Board of Trustees from nine members selected by the board itself to nine members appointed by the Governor with Senate confirmation, effective July 1, 2024.

Allocates board seats as two trustees from each of the four congressional districts (eight total) plus one at-large trustee appointed statewide.

Establishes staggered initial appointment terms: two trustees for five years, two for four years, two for three years, two for two years, and one at-large trustee for one year.

Sets subsequent trustee terms at six years after the initial staggered appointments are completed.

Maintains existing quorum requirement of five members for board meetings and preserves trustee expense reimbursement policies.
