Removes the requirement that initiative measure petitions be printed on sheets at least 8.5 inches wide and 14 inches long, allowing flexibility in petition paper size.

Requires the Secretary of State to provide the petition form for initiative measures on the Secretary of State's website for public access.

Changes the petition submission process so circuit clerks must submit certified petitions to the Secretary of State, rather than leaving submission to the initiative proponent.

Clarifies that circuit clerks must submit petitions along with certified signatures when the required minimum number of qualified elector signatures has been obtained.

Takes effect July 1, 2024.
