HB 1502 Summary

• Preempts all local firearms regulations by prohibiting counties, municipalities, and political subdivisions from adopting ordinances restricting firearms, ammunition, components, or concealed carry licenses, with limited exceptions for discharge regulations and specific statutory provisions.

• Declares federal acts confiscating firearms from law-abiding citizens invalid in Mississippi and prohibits state and local law enforcement from enforcing such federal restrictions; makes federal agents attempting enforcement guilty of a misdemeanor.

• Provides private citizens a cause of action for damages and declaratory judgment against any person or entity attempting to enforce federal firearm confiscation provisions.

• Protects lawful firearm and ammunition design, manufacture, and sale from being classified as public nuisance, preventing government and political subdivisions from suing firearms manufacturers or dealers except for breach of contract or warranty claims.

• Takes effect July 1, 2024, and does not apply to universities, colleges, community colleges, or junior colleges.
