Brings forward Section 77-3-10.1 of Mississippi Code for possible amendment, relating to applications for certificates of public convenience and necessity for new transmission facilities.

Requires new transmission facilities in regional transmission organizations to be owned by: entities under Public Service Commission rate jurisdiction, generation and transmission cooperatives, or entities submitting to Commission jurisdiction over service standards and costs.

Prohibits approval of applications unless facilities will ultimately be owned by one of the three specified entity types, ensuring local forum for landowner safeguards and rate oversight.

Does not apply to applications filed before the effective date of the act or amendments to pending applications, nor does it require certificates for facilities the Commission has determined do not need certification.

Takes effect July 1, 2024.
