Removes the Commissioner of Public Safety's authority to develop and implement electronic driver's licenses or driving permits as an additional option for license holders.

Eliminates the requirement that the Commissioner issue electronic formats of licenses displayable on cellular phones or other electronic devices by July 1, 2021.

Renumbers subsection (6) to subsection (5) in Section 63-1-35, Mississippi Code of 1972, regarding fraudulent use of identity in obtaining veteran driver's licenses.

Maintains existing requirements for physical driver's licenses including full-face color photographs, security features to prevent counterfeiting, and veteran designations upon request.

Takes effect July 1, 2024.
