Amends Section 43-19-34 of Mississippi Code to regulate retroactive child support payments and modifications.

Prohibits retroactive modification of child support orders except from the date that notice of a modification petition is given to the obligee or obligor.

Requires the Department of Human Services to notify both parents every three years of their right to request a support order review and allows adjustment based on current guidelines without requiring proof of material change in circumstances.

Specifies that a noncustodial parent's arrearage cannot be used to contest a downward modification of child support.

Takes effect July 1, 2024.
