Exempts community colleges, junior colleges, colleges, and universities from the 400-foot distance restriction that prohibits manufacturing, sale, or storage of intoxicating liquors near churches, schools, kindergartens, and funeral homes.

Allows the Alcoholic Beverage Control Division to issue on-premises retailer's permits for the sale or consumption of alcoholic beverages on college and university campuses, removing the previous blanket prohibition.

Maintains the prohibition on package retailer's permits on college and university campuses while permitting on-premises retailer's permits for qualified establishments on such campuses.

Effective date of July 1, 2024.
