Amends Section 57-1-301 of the Mississippi Code to expand the definition of "capital improvements" under the local governments capital improvements revolving loan program administered by the Mississippi Development Authority.

Adds repair, renovation, and improvement of municipal natural gas facilities as an eligible category of capital improvements for counties and municipalities to access revolving loans.

The expanded definition allows local governments to use the existing loan program for natural gas infrastructure projects in addition to previously eligible projects such as water/sewer facilities, fire protection, economic development buildings, and recreational facilities.

Takes effect July 1, 2024.
