Establishes procedures for the Secretary of State to review and potentially terminate financing statement records believed to be filed fraudulently or without authorization, with a 30-day notice period and opportunity for court challenge.

Sets filing fees ranging from $3 to $13 for various record types and information requests, with specific fees for additional debtors, public-finance transactions, and manufactured-home transactions.

Becomes effective July 1, 2024.
