Requires petitioners to obtain Mississippi Supreme Court permission before filing a post-conviction collateral relief motion in trial court if a previous post-conviction motion denial was affirmed on appeal or dismissed by the Supreme Court.

Requires Supreme Court permission before filing a post-conviction motion in trial court if more than three years have elapsed after the deadline for appealing a judgment or conviction.

Petitioners must present their motion to a quorum of Mississippi Supreme Court justices (either during term time or vacation) and receive an order granting permission before filing in trial court under these circumstances.

Establishes that the procedure for applying to the Supreme Court for permission follows the rules set out in Section 99-39-27.

Becomes effective July 1, 2024.
