Authorizes the Department of Finance and Administration, with Board of Trustees approval, to expand the legal physical boundaries of Jackson State University's flagship campus located at 1400 John R. Lynch Street in Jackson, Hinds County.

Expansion shall be concentrated in the southeastern quadrant of the university's existing boundaries as of January 1, 2024, specifically between Dalton Street's intersection with Dr. Robert Smith, Sr. Parkway and Morehouse Street.

Allows the Department of Finance and Administration to negotiate expansion beyond the described area, including portions of municipal roadways, if deemed in the university's best interest.

Places expanded property under Jackson State University Department of Public Safety jurisdiction and designates it as "educational property" under Mississippi law; authorizes the university to construct security features including guard houses as determined necessary by the president.

City of Jackson retains responsibility for maintenance, repair, and upkeep of all roadways and water and sewer utility lines within the expanded boundaries.
